How to Apply for DepEd Senior High School Voucher Program

The DepEd Senior High School Voucher Program or SHS Voucher Program is a mechanism to provide financial assistance to senior high school students. Applications for the Senior High School Voucher Program may be done manually or online and are free of charge.

The SHS Voucher Program is one of the initiatives of the government to make basic education accessible and affordable for Filipino learners nationwide. It provides a subsidy for Grade 10 completers who wish to pursue SHS education in private schools, universities, and colleges, local or state universities and colleges, and technical and vocational institutions offering SHS.

Under the program, all Grade 10 completers are eligible to apply for the vouchers, which entitles a beneficiary to a subsidy of up to P22,500 every school year.

Below are the details on how to apply for the Senior High School Voucher Program and the different requirements needed to be prepared by the student applicant.

How are eligible to apply for the Senior High School Voucher Program

Students finishing Grade 10 are eligible to be part of the Senior High School Voucher Program.

Grade 10 completers in public schools and Grade 10 completers in private schools who are Education Service Contracting (ESC) grantees are automatically qualified as Voucher Program Beneficiary and do not need to apply.

Students studying in private schools and those who are not pre-qualified as beneficiaries need to undergo an application and screening process.

The requirements include the following:

  • Voucher Application Form (for manual application)
  • recent 2×2 colored ID photo
  • proof of financial means
  • certificate of financial assistance received (if applicable).

How to Apply for Senior High School Voucher Program

NOTE: All Grade 10 completers in public schools, state and local universities and collages, as well as, All Grade 10 completers in private schools who are ESC grantees are automatically qualified in the Senior High School Voucher Program. They do no need to apply.

Applicants may choose any of the following procedures to apply for the Senior High School Voucher Program:

1. Online Application.

The Online Voucher Application Portal (OVAP) can be accessed at http://ovap.deped.gov.ph/. Applicants need to create an account, accomplish the application form, and upload the supporting documents or requirements.

2. Manual Application.

Accomplish and send the Voucher Application Form together with the supporting documents or requirements to the PEAC National Secretariat.

FAQs – Questions about SHS Voucher Program

  • Do Grade 10 completers from public need to print a voucher certificate?
    No. You just need to present your Grade 10 Report Card to the school where you want to enroll, together with the other documents that the school may require from you. Your Grade 10 Report Card should bear your Learner Reference Number.
  • Do Grade 10 completers from private schools who are ESC Grantees need to print a voucher certificate?
    No. ESC participating schools are required to issue an ESC Certificate to its grantees. This certificate is what you will present to the school where you want to enroll.
  • Is it possible to enroll in a school that is different from what I declared in the voucher application?
    Yes. The student is free to enroll in any school that he or she chooses. The voucher may be used in any private Senior High School provider or State/Local Universities and Colleges.
  • How much is the voucher worth?
    That information is in DepEd Order No. 46, s. 2015. Check ovap.deped.gov.ph for information.
  • Will the money be given to the student?
    No. DepEd will give the voucher value directly to the school where the student enrolled for Grades 11 and 12.
  • Can the applicant edit and save the information they inputted online?
    Yes, the applicant can edit and save their answers while filling up the form. If their Current Application Status indicates “Submitted” they can still edit their Online Application Form. However, once their Current Application Status indicates “For Review” they can no longer edit their answers. What they can do is send a request to edit.application@fape.org.ph for assistance.
