Alternative Learning System (ALS) Program

Similar to Philippine Educational Placement Test (PEPT), ALS is an option for independent homeschoolers if they want to be back in the school system.

What is Alternative Learning System or ALS?

Alternative Learning System or ALS is a parallel learning system in the Philippines that provides a practical option to the existing formal instruction. When one does not have or cannot access formal education in schools, ALS is an alternate or substitute. ALS includes both the non-formal and informal sources of knowledge and skills.

How does ALS work?

There are two major programs on ALS that are being implemented by the Department of Education, through the Bureau of Alternative Learning System (BALS). One is the Basic Literacy Program and the other is the Continuing Education Program – Accreditation and Equivalency (A&E).  Both programs are modular and flexible. This means that learning can take place anytime and any place, depending on the convenience and availability of the learners.

How is ALS conducted?

ALS Non-formal Education happens outside the classroom, community-based, usually conducted at community learning centers, barangay multi-purpose hall, libraries or at home, managed by ALS learning facilitators, such as mobile teachers, district ALS Coordinators, instructional managers at an agreed schedule and venue between the learners and facilitators.

Who needs to enroll in ALS?

According to Republic Act No. 11510, known as the “ALS Act,” the ALS Program is for:

  1. Filipino out-of-school children in special cases. These are for school aged kids that were not able to enroll or attend in formal education.
  2. Filipino Adults (18 years old and above) who did finish formal basic education (elementary or high school). 

What are the requirements to enroll in ALS?

The following is needed for registration: PSA/ NSO birth certificate and 2×2 ID photo white background.

How to enroll in ALS?

There are 3 ways to enroll in the ALS Program.

  1. Barangay Hall

Inquire from the barangay hall for available ALS learning session in your place.

Register and submit your PSA/ NSO birth certificate and 2×2 ID photo white background to the barangay official or ALS mobile teacher/ implementer.

Cordinate with ALS mobile teacher/ implementer for the status of your enrollment. Ask for your LRN (Learner Reference Number) from the ALS mobile teacher/ implementer as proof that you have enrolled in the program.

2. DepEd Schools Division Office (SDO)

Halimbawa, kung ang mag-eenroll ay nakatira sa Fairview o sa Cubao, hanapin ang numero ng SDO Quezon City sa post na NCR. Kung ang mag-eenroll ay nakatira sa Maasim, Sarangani, hanapin ang numero ng SDO Sarangani sa post na Region 12 (SOCSSKSARGEN).

Call the SDO to inquire on registration and submission of the PSA/ NSO birth certificate and 2×2 ID photo white background.

Cordinate with ALS mobile teacher/ implementer for the status of your enrollment. Ask for your LRN (Learner Reference Number) from the ALS mobile teacher/ implementer as proof that you have enrolled in the program.

How much is the fee for enrolling in the ALS Program?

Since every Filipino has a right to free basic education, the Government establishes ALS to provide all Filipinos the chance to have access to and complete basic education in a mode that fits their distinct situations and needs.

Enrolling in the ASL Program is FREE.
